[Vision2020] A Double Standard?

I'm trying to understand why it is that when ever a victim of a crime is black, and the perpetrator isn't, it comes across as a race-based crime, and everyone from the White House downplays the race card,
yet when the crime victim is white, and the perpetrator is black, such as in the Chris Lane case, and even closer to Moscow in the Delbert Belton case, race is not an issue. Are we dealing with a double standard, or perhaps race doesn't play a role in either situation?
