[Vision2020] Hanging on the Wall of the City Council Chambers . . .

Perhaps there should be a qualifier in the statement. For example, maybe, "The City of Moscow strives to. . .". Otherwise it looks like a declarative statement of perfection with no room to change its ways, improve its functions, and be open to new ideas. Not to mention it is open to criticism because few could not find areas where parts of the statement fall flat, if not an out right lie. 
 
A mission statement should be the "action" the organization is taking, why, and how it will accomplish those goals. Otherwise it isn't really a "mission" just a declaration of what an organization has done or believes it has done. 
 
Also do they want to have just a "sense of community", or do they want an actual strong community? As I would have written what they said,
 
"The City of Moscow strives to deliver quality services with responsible use of resources while still meeting the needs of the population; and to establish public trust while building a stronger diverse community."
