For example, maybe, "The City of Moscow strives to. . .". Otherwise it looks like a <SPAN style="RIGHT: auto" id=misspell-0><SPAN style="RIGHT: auto">declarative</SPAN></SPAN> statement of perfection with no room to change its ways, improve its functions, and be open to new ideas. Not to mention it is open to <SPAN style="RIGHT: auto" id=misspell-1><SPAN>criticism</SPAN></SPAN> because few could not find areas where parts of the statement fall flat, if not an out right lie. </SPAN></div>

<div style="RIGHT: auto"><SPAN style="RIGHT: auto">A mission statement should be the "action" the organization is taking, why, and how it will accomplish those goals. Otherwise it isn't really a "mission" just a declaration of what an organization has done or believes it has done. </SPAN></div>
