Analysis: Conflicts natural to Idaho Legislature
BOISE, Idaho (AP) - The Senate Ethics Commission might have cleared Sen. Monty Pearce on Thursday of disclosure transgressions.

But the process served to underscore the natural tensions built into Idaho's citizen legislature, which encourage insurance agents, teachers, lawyers and ranchers to leave their normal lives behind but bring their own personal expertise to the Idaho Capitol - and into to the realm of public policy making.

That's why the Senate and House require disclosure - but urge members to vote, anyway.

Now that Pearce has been exonerated, however, it's clear the rules governing appropriate disclosure will continue to evolve.

Senate Majority Leader Bart Davis says Pearce's ethic tribulations served to underscore the fragility of the public's trust.

Pearce insists he's done nothing wrong, but agrees changes are in order - to clarify things.
