[Vision2020] PR - Impaired Driving Enforcement

Vehicles running stop lights and stop signs continues to be a major
hazard.  This occurs especially at those turning left from Washington onto
3rd and traffic on 6th and Jackson.  When the trafiic light timing gets
off, the mess at 3rd & Washington is really irksome.
