[Vision2020] Huh?

Does anybody know what happened at the vicinity of Jackson and US95 (see
below)?

While returning from town I noticed an MPD traffic control point at this
intersection (2 or 3 squad cars) and a couple EMS vehicles at the Chevron
station at the northeast corner of this intersection.

 

Question:  Huh?
