Just exactly why are these "much needed renovations?" Was the lighting that was in place failing or inadequate? As to the other improvements you refer to, do you have any kind of a breakdown as to how many tax payer dollars are saved vs. tax dollars spent on the so called improvements? What is the pay off over time? Or is this simply an opportunity to snatch up a few bushels of barry bucks (read money borrowed from the Peoples Republic of China and my grandkids) and run.

Jackson Street Parking Lot Upgrades Scheduled - Moscow Farmers Market to Temporarily Relocate
June 1, 2012 (Moscow, Idaho) - As part of a successful grant application for $96,200 under the American Recovery and Reinvestment Act (ARRA) from the Idaho Office of Energy Resources, the City of Moscow has contracted with Gropp Heating, Air and Electric to install new LED lights and vintage style poles and fixtures in the South Jackson Street parking lot. The installation will occur from June 11th through June 30th.
During the installation and construction time period, the South Jackson Street parking lot will be closed and unavailable for parking or activities, including the Moscow Farmers Market. Due to a lack of additional parking areas, this may cause some parking congestion in the downtown core. Additionally, the Moscow Farmers Market will be temporarily relocated to Main Street on June 16th, 23rd, and 30th. A map of the anticipated Market configuration is posted on the City's website at http://www.ci.moscow.id.us/storage/mainpage/news/Jackson%20Street%20Construction.pdf.
The City appreciates the community's patience as it completes these much needed renovations.
Many improvements funded by the ARRA grant have already been completed throughout the City including installation of LED traffic and pedestrian crosswalk signals; purchase and installation of new fixtures with LED lights in Friendship Square; purchase of duct blaster/camera equipment for testing and reporting of new energy code requirements; energy code and green building professional development training; and purchase of new light poles, fixtures and LED lights for the South Jackson Street parking lot.
