"Generally when there are bar fights, the participants get arrested.  Why not here?", asks W.

Fraternities are less likely to press charges against each other. They are brothers and don't want to be kicked out or cause legal issues for the House. There is a lot of internal politics too. They have their own ways of dealing with internal problems that are usually better than what the law can provide. Most those boys are good people, just youth being youth, too many hormones, most of us guys have been there at some point in our teens and twenties.
