[Vision2020] Where CPS & Education $$ Go

I'm amazed that (some) Republicans tend to distrust all forms of government
services and spending unless they involve war and prison. There is no better
example of the failure of big government than prison. This is about as
stupid and counter to the general trend in Boise as it gets.
