Tom, that's true for family (two income earners usually, one full one part time), not household. People living alone are not families. There are a lot of singles in Latah. $40,000 a year is only about $20,000 an earner, or about 25K for him and 15K for her. If a single income earner makes a $60,000 a year salary, they are doing much better than the average Joe or Judy of 15K-30K per year.
