[Vision2020] deluxe parking accommodations for some-payedforby others

I am by NO MEANS an expert, but have some experience in this area via my
time at the Chamber.  Businesses do not pay directly for such things as
roads and parking (unless we are talking about malls, or off street
parking).  These things are paid for by the taxes the business pays-just
like Joe Sixpack pays taxes for same.  Unless the businesses choose to
implement a Business Improvement District.  This self taxing district would
be able to use the funds it raised at its own discretion for beautification,
security, etc. Disability access-such as modifying a building to bring it
into ADA compliance-is at the cost of a business.
