[Vision2020] Jan. 2011: Moscow Continues Below Average Precipitation for 2010-11 Winter, Despite La Nina

La Nina in the Pacific ocean usually indicates above average
precipitation for a Northwest US winter.  There were predictions early
this winter season to expect a very snowy and/or rainy winter.  Yet
Moscow, Idaho has had significantly below historical average
precipitation for Nov./Dec. 2010 and Jan. 2011.  Moscow had 2.36
inches of precipitation in Jan. 2011, well below the historical
average of 2.99 inches, according to the weather.com website below:
