Redistricting tussle leaves Idaho voters in limbo

BOISE, Idaho (AP) - Some 750,000 registered voters are in political limbo
because the panel drawing up Idaho's new legislative and congressional
boundaries hasn't agreed on a final map.

If there's no agreement before Sept. 6, here's a likely scenario:
Secretary of State Ben Ysursa could file a lawsuit with the Idaho Supreme
Court charging the six-member redistricting commission with violating the
state Constitution.

Justices would likely order panelists back to Boise for another try.

What's holding things up? A Democrat-Republican dispute over whether it's
more important to connect new districts by state highways or to avoid
splitting up counties.

Esposito, 1 of the Republican redistricting commissioners, says the courts
may be forced to intervene if the panel can't find common ground.

There's plenty of precedent, since the 2001 redistricting resulted in
numerous lawsuits.
