Overlooked, and almost unnoticed, in an article titled "UI: Man exposed
self to women near sorority house" at KHQ:

The extent of UI security (pronounced "rent-a-cop") amounted to no more
than a PR statement.
"UI security director Matt Dorschel says the university has zero tolerance
for the type of behavior reported near the Alpha Gamma Delta house."

Whereas the Moscow Police Department (the guys that actually underwent
training that extended beyond filling out a W-2, whose involvement began
with serious investigation:
"The university says police recently received a similar report of indecent
exposure at a reservoir near Moscow and that person matches the
description of the man seen on campus.
Police are investigating."
