The LCSO does NOT owe Saundra an apology for not calling ahead. Cops don't call ahead for things like this! An inherent part of the collection of evidence and statements is the element of surprise. Give a person warning and you give them a chance to cover their tracks, concoct false stories, etc. It is standard practice.
I regret that Saundra had to be awoken, but it doesn't sound like they stopped by at an unreasonable time.
