Hearing officer recommends megaloads opponents get formal contested hearing

A hearing officer is recommending that three opponents of ConocoPhillips
megaloads get a formal contested case hearing before the Idaho
Transportation Department issues the permits for the cargo to travel
across Idaho on U.S. Highway 12.
Merlyn Clark, the Boise attorney who heard the case last week, issued his
recommendation in the case today. Brian Ness, the director of ITD, will
review the recommendation and decide what the agency will do, according to
an ITD news release.
ConocoPhillips is refurbishing its Billings, Mont. refinery. The oil
company is worried it will lose $40 million if it can�t get two
drums, split in half for the journey, to the refinery in time for the
spring project. The Japanese drums were barged to the Port of Lewiston and
have been stranded there since May.
They will take up two lanes of traffic as they travel at night, pulling
over every 15 minutes to allow cars to pass.
