[Vision2020] voter ID bill

Our daughter gets her govt issued ID at the Drivers' License Bureau and I 
can't remember her having to pay for it, but it stands to reason she would, 
because there is administrative cost attached.  If one has to use it to 
vote, then how is this not a poll tax and why would it not be 
unconstitutional?
