Car Insurance!  And it's not mandatory for everyone that operates a  
vehicle, just motor vehicles.
Based on all the discussions on the board about cars/trucks vs  
bicycles, don't you think it would be a good idea for bicycle
operators to be insured too? IF they want to share the roads at are  
paid for by gas taxes, shouldn't they at least be insured?
I've seen a lot of discussion about what "rights" bicycle operators  
have, yet I haven't seen any discussion of their responsibilities.

And what about the cost of various licenses?  How about a bicycle  
license?

Just throwing that out for discussion.
