I've never done meth, so I have no empirical experience in how many times I could use it without becoming an addict. And I do think that meth addiction inevitably leads to the kind of soul-crushing, degrading, "whoring" lifestyle Donald describes.
I do have empirical experience in caring deeply for people whose lives have been shot to hell because of meth use. The nature of addiction is that every person's physiology is different, and "just once" for some people might be enough. Others might not get hooked until a few tries. But let's acknowledge that most meth usage doesn't occur in carefully-controlled clinical settings where not only frequency of use, but also purity and safety, are monitored. Further, accompanying behaviors -- abuse of alcohol and other drugs, sexual promiscuity, poor nutrition, poverty -- can contribute to the ease with which street drugs contribute to overall poor health and physical weakness. In other words, there undoubtedly exist in this world -- even in Moscow -- those who have tried meth just once and then continued with productive, drug-free lives. Most of the time, that's not the case.
I'm not in favor of every scattershot approach to drug-abuse prevention. I don't, for example, like the DARE program at all. But the Meth Project and its accompanying billboards, as well as the painted "Not Even Once" sign I drive by at least daily, are important contributions to fighting a very serious problem. An important contribution to the exacerbation of that problem is pretending it doesn't exist.

I don't believe the question was whether meth exists in Moscow but if the state "Meth Projects" actually work. I think they have proven to be a costly waste of time and resource but the sum total of my knowledge would consist of personal opinion and a single documentary viewed on Netflix instant play titled "American Meth" that interviews the director of Montana's program along with teenagers and their views of the billboards.
Do you feel the sensationist billboards and tv ads portray an honest account of the average users experience? If "Not Even Once" means a kid tries it and doesn't whore themself out the next day do you suppose they will feel they were lied to or they must be stronger than meth so it must be ok to dabble with it on weekends?
