Here's a guess at part of the justification, this is just a guess, not a claim.
There has been some evidence presented which at least to some is credible that 9/11 need not have happened if the various fed agencies had shared information and did their job. Given there is a preponderance of evidence for this view, then the fed may be facing losing mammoth liability tort claims (if they haven't already received them),
Hence, this guess: the bill may be a way of acknowledging limited liability, and end up paying less than if no such deal was offered. The bill has the advantage of delivering care to the victims and not 1/3 to 1/2 of any monetary settlement to attorneys pursuing claims.

OK, I've read the bill. I've watched the clip. I don't blame these guys for trying to get what they can. After all, they did the job they signed up to do but, I still don't understand why the federal government is being involved. It seems to me that these guys gripe ought to be with their union and their municipal workman's comp carrier. If you're let go because of a work related injury your pension should kick in along with your employers comp. policy. Creating a new taxpayer funded entitlement specifically for this group instead of working through the courts, just like any other working stiff who gets hurt on the job would have to do, seems ill conceived. After all, I've heard no mention of a special bill for workers with asbestosis or mesothelioma, guys who are also ill from work related causes through no fault of their own.

Aren't these same first responders also covered by the same workmens compensation packages and disability pensions that cover almost all other state and municipal employees?
Why are additional benefits due these workers beyond what they already have available? What is it that I am missing?
