I have know idea if that is true or not but, if it is the key word is, as you say, liable. A matter for the courts, not a justification for the passage of a bill granting a special case entitlement.

Because Federal agencies knowingly lied to the workers (and citizens) about the dangerous toxins involved. That makes the federal government liable.

Don't the police and firefighters in NYC and the surrounding communities on Statten Island, New York state, as well as New Jersey belong to fairly strong unions for which health care is a negotiated benefit?
Aren't these same first responders also covered by the same workmens compensation packages and disability pensions that cover almost all other state and municipal employees?
Why are additional benefits due these workers beyond what they already have available? What is it that I am missing?
