To amend the Public Health Service Act to extend and improve protections
and services to individuals directly impacted by the terrorist attack in
New York City on September 11, 2001.

That's right, g.  This bill was geared toward compensation to first
responders of 9/11 for injuries incurred as a result of breathing unclean
air at "ground zero" while performing their life-saving duties.

By the way . . .

James Zadroga, for whom the bill is named, was an New York police officer
who died of a respiratory disease he contracted during rescue and recovery
operations at the site of the September 11, 2001.
