[Vision2020] Security Contract

Saundra,

What really amazed me was that the recent press quotes from the
University President implies that it was the City of Moscow that
didn't want the "security" part of the contract.

Has anyone got a reading on this from the city? I'm pretty sure that
with another 300 to 400k tossed into the contract, the City could have
sent up some sort of adaptation
that would have met the Universities needs. So, if what Dr. Nellis
alleges is true, why did the city not try to be a bit more creative
for an additional 300 - 400k?
