I am somewhat stunned that with the preponderance
of folks on this list who look to the state for any and
all answers to life's little dilemmas that the obvious solution
to this problem hasn't been put forward long ago. All bicyclists must be
required to take a 16 week training course, pass a stringent written test
covering regulations and obligations and demonstrate competency before a panel
of bike safety experts. They must submit to a full background check (with
fingerprints and DNA sample) and a drug test. They shall obtain a
state issued license that must be renewed every three years (with a fee
adequate to cover all attendant costs for implementing and maintaining this
new program) and they shall be required to carry proof of adequate insurance
to cover any damage that may befall themselves as well as the scuffed paint
of any vehicle they come in contact with. Surely this will put an end to
the scourge or bicycle/automobile mayhem.
It's the only reasonable response to the
problem.
