This is not the first time that MPD conduct like you describe below has been observed.
Also, MPD and LCSD vehicles have been observed many times failing to come to a complete stop at stop signs or failing to stop for a stop signal, generally when they are turning right. In none of these cases were their emergency flashers on. The driving of the MPD and LCSD are models for other citizens. So when they violate the law, its tells others that it is OK for them to do so also.
Recently, a LCSD deputy had a crash where the investigating state police office stated that the deputy was going a minimum of 83 mph. Do not think that this was an isolated incident -- LCSD vehicles excessive speeding (not crashing). We are almost back to the kind of LCSD deputy outlaw behavior that led to the ouster of former sheriff Joe Overstreet.
One would hope the Moscow City Council and the Mayor would address this problem these problems and the traffic law enforcement issue with respect to the MPD. But don't hold your breath waiting for any decisive, effective action from them. At best we'll get an useless Drive Safer Day.

Based on recent personal observations, I don't think that the authorities care!
Yesterday, at about 5:45, my wife, son and I were crossing west on Washington Street at the intersection of 5th and Washington, by the NSA admin building. We were in the middle of the cross walk and there was a Moscow city Police car stopped, and facing east on 5th. A car came through the cross walk while we were in it. Yes, the Moscow police car did turn onto Washington, but NOT to pull over the driver that went through the occupied intersection, but just to be able to make the turn while most of the traffic was stopped. She then turned into 4th street, presumably to go to the police station. I guess she was on a much more important task than pulling over motorists that run through occupied pedestrian crossings. I hope the donuts were fresh!

There is not a day that I drive in Moscow that I don't see at least one vehicle run a stop light or stop sign, sometimes several vehicles. For example, at Washington and 3rd (one block from the MPD station), drivers turning left onto 3rd frequently continue to do so long after their light has turned red -- sometimes getting stuck in the intersection because traffic on 3rd has stopped for various reasons, thereby blocking the intersection for through traffic.
While vehicles are not the only problem at crosswalks and intersections -- yes, there are careless, stupid, and/or arrogant pedestrians, bicyclists, skateboarders, etc, some even on cell phones -- some drivers seem to feel that they have the right-of way regardless or else they are grossly inattentive.
A reminder needs to be given to drivers that bicyclists, even when mounted on their bicycles, have the same right-of-way privileges as pedestrians in crosswalks and at intersections. Some drivers need to be reminded that honking at other vehicles that stop for pedestrians/bicyclists crossing at crosswalks/intersections is not appropriate behavior.
Drivers frequently make unsafe turns or entries in front of other vehicles, pedestrians, and bikes.
I thought when the very unfortunate collision happened to Moscow's lone motorcycle officer as a result of someone making an unsafe left turn, the department would really step up traffic enforcement, but I appear to have been wrong. I also hoped that when David Duke became the assistant police chief that traffic law enforcement would improve; again I appear to have been wrong. I guess that until some non-expendable male from the Christ Church Cult is severely injured by a careless and/or law-breaking driver, the enforcement level will continue as now -- about a 2 on a scale of 0 to 10.

International Walk to School Day
Moscow, Idaho – The City of Moscow and University of Idaho Safe Routes to School Program is sponsoring a celebration of International Walk to School Day on October 7, 2009. The Moscow School District Elementary, Junior High School and Charter Schools are invited to join schools from around the world to celebrate along with parents, teachers and community leaders.
Approximately 1,000 students from the Moscow School District Elementary and Junior High School and Charter Schools are expected to participate by walking to school Wednesday, October 7 along with parents, teachers and community leaders.
The event will begin before school with kids, parents and community leaders walking from their homes to school. Students who walk or bike to school will receive special prizes and acknowledgment for participating in the Walk to School Day event.
In the U.S., International Walk to School Day is expected to include 5,000 schools from all 50 states. Walkers from the U.S. will join children and adults in 40 countries around the world.
Walk to School events work to create safer routes for walking and bicycling and emphasize the importance of issues such as increasing physical activity among children, pedestrian safety, traffic congestion, concern for the environment and building connections between families, schools and the broader community.
The event is being organized by the City of Moscow and University of Idaho Safe Routes to School Program. Safe Routes to School encourages safe walking and riding to school, promotes biking and walking education and engages the community to build a more walkable and bikeable Moscow.
