1. Approval of Minutes November 9, 2009 - Stephanie Kalasz
2. Comprehensive Plan Update - Bill Belknap
The Community Development Department has been working on updating the
City's current 1999 Comprehensive Plan over the course of the last two
years. The development process has included 9 focus group interviews,
27 neighborhood meetings, 2 community meetings, 4 open house meetings
and 15 meetings of the twenty-three member Steering Committee throughout
the development process. The final draft was presented to the City
Council and Planning and Zoning Commission during their joint meeting on
March 11th, 2009 and the City Council also held a joint meeting with the
Latah County Board of County Commissioners on August 24th, 2009 to
discuss the long-range transportation components of the draft Plan. The
Planning and Zoning Commission conducted a public hearing on the draft
Plan on October 28th, 2009 and unanimously recommended approval of the
Comprehensive Plan to the City Council with two modifications. The Plan
will be considered during a public hearing at the Council's upcoming
December 7th meeting.
ACTION: Receive report.
3. Update on Background Checks - Greg Morrison
Presentation on current City background checks program for parks and
recreation volunteers and staff working with youth programs.
ACTION: Receive report.
4. Parks and Recreation Commission Voting Members
In Ordinance 2008-23, changes were made to commission memberships to
include a university student, high school student and a non-city
resident as non-voting ex-officio members on all City Commissions.
Prior to the approval of that Ordinance, the Parks and Recreation
Commission allowed for one non-resident voting member as part of the
Commission. Due to the nature of the parks in the City of Moscow and
Latah County, the Commission wishes to reinstate the voting powers for
that non-resident member.
ACTION: Recommend approval of the Ordinance or take such other action
deemed appropriate.
5. Draft Day Care Ordinance and Resolution Changes - Stephanie
Kalasz/Randy Fife/Gary J. Riedner
Recent changes made to the Idaho Day Care Statute suggests that the City
might wish to discuss its options including whether to adopt changes
which are at least as restrictive as the State Statute, or whether it
wishes to allow the State Statute to substitute for the City's. The
Legal office is working on an Ordinance draft which would bring the
City's Day Care Ordinance in to compliance with the State's changes, and
on an updated Resolution which includes local regulations and
requirements. The City is also researching the cost and relative risks
and benefits of utilizing the State's licensing procedure in lieu of the
City's. This was reviewed by the Administrative Committee on November
9, 2009 and more information was requested.
ACTION: Discuss the various issues and give staff direction.
