"If licenses apply only to privileges, but not to rights, what about 
marriage? Is it a right or a privilege?"

That would depend upon who you ask, Mr. Bradberry.

According to Idaho law . . .

Between a man and a woman, it is a right.

To a convict in prison serving his/her sentence, it is a privilege.

Between members of the same sex, it is non-existent.

Perhaps this question would be better posed to . . .
