Those who are stupid enough to snort, smoke, or inject cocaine are
going to do it whether it is legal or not.  We aren't going to have a
legion of new cocaine addicts just because it is legalized.  We will
have a few, but not enough to offset the enormous advantages of
legalization.

There is little we can do to help the terminally stupid.
