[Vision2020] Moscow City Council Committee Agendas for Monday

Mark,

Bucers and Mingles have handled the problem without the need of City
Council intervention.
Bucers had done it using spatial segregation, and Mingles have installed
air scrubbers, but that's apparently not good enough for those that know
better here in the community. it is local legislation like this one that
causes local city councils to be looked upon with derision, and rightly
so!

People already vote with their feet and pocketbooks when it comes to this
type of establishment.  How much public money is going to be wasted on
it's enforcement? Imagine the Moscow Police Department wading into a crowd
at the Beach to write "smoking" tickets.

Something else that tends to occur in jurisdictions are called
"smokeasys", and there is also the option of turning an establishment into
a "private club", where only "members" can enter. Pay your .50 cents and
you can be a member of a "private club" for a day!
