[Vision2020] Moscow City Council Committee Agendas for Monday

Why the ban on smoking in bars and not restaurants?  Why the inclusion of 
restaurants in the definitions, but no mention of them anywhere else in Sec. 
1-23?  What is it I'm not understanding?

AZ implemented a smoking ban pre-2005 and sidewalks get littered with butts 
just outside establishment doors.  That's where smokers will tend to 
congregate too (we are social beings.)  I remember visiting a restaurant in 
IN that had a cloud of smoke upon entering and it was very annoying. 
Smoking has kept me out of bars most of my life, but it seems to me that 
Bucer's has a good idea of spatial [& HVAC system] segregation for smokers & 
non-smokers.  A ban just shifts the smoking location without addressing the 
annoyances for patrons nor the freedoms of proprietors.  I have yet to see 
bans work well...easy solutions to complex problems rarely do.
