[Vision2020] Customers Need Parking

I heard somewhere, and someone will correct me if I'm wrong, that the NSA
students currently pay $45 for a permit to park in a lot about a block away
from the Jackson Street lot. I'm not sure why they'd pay another $30 to
park one block closer. I harken back to my college days when I'd buy a blue
permit instead of a red so I'd have a little more folding money, at least
for a week or so.

I don't believe Bode's perspective was incorrect or incomplete when he wrote
and sent the letter, as the press release probably went out to the downtown
merchants and the paper after he sent it, but before the paper published it.
A sort of "two ships passing in the dark" scenario, if you will.

Actually, that is my point.
What is to stop NSA students from buying those permits?
