[Vision2020] An open letter to Moscow city council

I must say, as an outsider to this ongoing discussion, that it sounds 
curiously like the warped spawn of the collision between Sotomayor's 
much-aligned early quote and the bumpersticker which reads, "If you ain't 
cowboy you ain't sh*t."
