I have been to many City Council meetings since 2001. And have even spoken at some. So, yes, I can attest to the fact that participating in the City Council meetings don't do much of anything. At least for me they haven't. You were even at a few where I attended, as I recall. I was even the ASUI representative to the City Council at one time. They didn't respond to us at that time either. 
 
They do listen. They do care. But they don't do anything about it. By the time a person comes to the City Council with an issue, most the members are politically astute enough to know the issue very well and have already formed an opinion on the issue.

If you took the time to actually attend a city council session or viewed 
it on TV (as you suggest), you would find that topics brought up during 
the "Public Commentary" portion are either discussed immediately by
the 
council and staff or researched during the subsequent 2-3 weeks and 
discussed at the next city council session or both.

I have video files of every . . . let me reiterate "EVERY" . . . city

council session since (and including) December 17, 2007.  Although I may 
tend to question (or doubt) some of our council member's
"agendas", each 
and every one of them takes the "Public Commentary" portion of each
(and 
every) city council session VERY seriously.  I have seen comments 
presented during the "Public Commentary" portion evolve into major
topics 
and, in some cases, result in amendments to, or creation of new, city 
codes.

So, Arnold, before you criticize what you consider to be our city 
council's lack of conern, I suggest that you attend the next session and 
present your argument.  If nothing comes from it, THEN and only then do 
you have a right to question the concerns of our elected city officials.
