Is correct. ASUI fees don't pay for ITS. But AS Fees do. They are different fees, but come from the same population, the students. 
 
AS Fees are the fees paid for by all students when they attend UI. 
 
ASUI Fees is a portion of the AS fees that goes to the ASUI.
 
AS Fees consist of about 20% of the total UI Budget. 
 
AS Fees do go to support ITS, Lighting, Parking, Maintanience, and just about anything else they can spend it on without being in violation of the Idaho State Consitutition which doesn't allow for the charging of tutition. 
 
AS Fees are determined by a committee consisting of; undergraduate students for ASUI, graduate students from GPSA, and one from the Student Bar Association.  And the University of Idaho Administration, and the Idaho State Legislature. 
 
I worked on this committee as an undergraduate student,as an ASUI senator, and as board member as a graduate student, all between 2000 and 2006. So I do understand the process somewhat and what they do and where the money goes.

Although I may not have hard, documented evidence, it is my firm belief 
that the employees of the UI ITS (Information Technology Services) 
Department are not paid by ASUI.  Rick Benson, the UI Facilities' network 
techie (who, through a budget, purchases and maintains Facilities' 
computers and software), I am fairly certain is not on the ASUI payroll.  
The various computer labs, situated throughout campus, are a different 
story.

Just my two cents.
