Joe,

The thought of a volunteer program to help the old or incapable is not of new. Kit Craine helped start a program with PCEI last year. Unfortunately funds were not raise too keep the program going this year. Last year I believe we had 17 or so volunteers, one being yours truly, responsible for three lots. 

I enjoyed the work and helping the community, so I kept removing snow for one older couple freely, despite repeated attempts to pay me something, and also doing so out of my own pocket. So not to toot horns here, but rather let you know there are people out there helping.

If you feel the need to contribute, feel free to call Jen at PCEI and she can still help you find a needy client. Although, according to her the request calls for help this year, dropped dramatically this year. 

If you know of anyone in need of help give me a call or PCEI.

The law requires property owners to take responsibility for their property. Nothing more. I don't find that objectionable. And if I suggested the "solution" you note below, you, Roger, and Crabtree would have called me a socialist!
Not that I have a problem with it. Why don't you try to do something about it, see if you can get the proper laws passed, the taxes raised? I'm pretty sure I couldn't get it done for the reason noted above! You seem to be able to get away with more so give it a go!
Until then why not see if we can get Tom's idea going, of setting up a group of young folks who can volunteer to remove snow for people in need? What ever happened to that idea?

It is unfortunate that you support a discriminatory law that requires persons of age and those with a disability to remove snow for the city. This is backasswards, it should be the city that removes the snow for its senior citizens and persons with a disability.

If they own a house they should have $5 to hire someone to shovel the sidewalk. If they are not property owners it is not their responsibility as far as I can tell from the document below.


It strikes me that your worry is purely hypothetical. If there really are folks who fall into some worrisome category - unable to walk homeowners who don't even have money to hire a kid to shovel - then give me their phone number and I'll make arrangements to do it myself. Like it or not it is their responsibility to take care of it. And they should do so.


I should add too that below is merely the notice of an existing law. I see no evidence that the law will be enforced any more than it has been.

And if they don't shovel the snow, or have the extra cash to spare after every single snow fall, Joe, how do you propose they remove it?

And if you have a disability that prevents you from shoveling the city property next to your property, too bad, the city council still requires you to get out in your wheelchair and shovel away.  The shovel police are coming to a sidewalk near you!

Moscow, Idaho, January 21, 2009 –As the forecast is calling for snow this coming weekend, January 24 and 25, the City of Moscow would like to remind residents that under Moscow City ordinance, it is the responsibility of the adjacent property owner to keep sidewalks clear of snow and debris. 
  
Specifically the Moscow City Code - Title 5 Public Ways and Property states: 
  
Sec. 9-3 Owner to Remove - It shall be the duty of every owner of any land, building, or lot within the City to remove snow and/or ice from adjacent sidewalks to permit the safe pedestrian passage upon said sidewalks bordering said property and to abate the nuisance set forth in this Chapter.  This duty applies to natural snowfall; it does not extend to snow displaced onto sidewalks by City snowplows after an owner has removed natural snowfall.
