Yes, I do think that Moscow has plenty of farming going on. Google Earth the Palouse Region and you will see most of land is used for farming, not businesses There are not many places for small or medium businesses. I think small and medium businesses are what provide the best jobs. You cannot have just farms and a University and a expect to have thriving diverse economy.
I disagree with your assessment that farmers don't use water because they think it is scarce. They don't use it because the soil does not need it and it becomes like axle grease if you water it.
I think there are unmet market demands which would support more businesses in the region. I also think that it is inevitable that the corridor will develop. The only question is if we want to build on our side of the corridor, like with the Hawkins Mall, or have it placed on the Pullman side of the corridor where it will employ people in Pullman and pull Moscow shoppers over there. It makes more sense to bring Pullman shoppers over here, than to send Moscow shoppers over there.
You also cannot draw people and other jobs to the region if you don't have stores and businesses to meet the needs of the people.

Do you really think there is plenty of locally produced food and water here,
but not plenty of retail shopping, selling primarily foreign goods? I come to
the opposite conclusion.
It doesn't seem as productive or sustainable putting more faith on service
or retail jobs than on value added ones, such as farming, seemingly a better use
of resources. The reason water isn't used to irrigate farm land around here
is because water is perceived to be limited.
There are other ways to create jobs in our region than building a credit
dependent megamall, the essence of which has now been exposed as highly
dependent on government subsidies.
I'm not sure why you think Hawkins will be more user friendly than the PEM,
probably because I'm too cynical and see this predatory development has hawk
in its name for a reason...
