"What infrastructure?"

If I may, that would be the 9.1 Million dollar bond that Whitman Co, floated 
and that is referred to in the preliminary agreement between Hawkins 
companies LLC and Whitman Co. to provide water and sewer service. (gas and 
electricity are already in place) In other words, infrastructure.
