I assume by "they" that you mean Pullman, or Whitman County?

In addition to consumption of public utilities by the Hawkins Companies' 
mall, I am questioning why Pullman (or Whitman County) does not seek these 
benefits (the millions) that you allude to?

Exactly what advantage does Moscow hold over Pullman that appeals to the 
Hawkins Companies.  As so many others continue to exclaim, "The aquifer 
knows no state line."
