[Vision2020] water sale bill

Ellen -
A large percentage of Moscow, as long as I have been here ('92), has
proven to be "reactive" versus "proactive".
To put it in a phrase . . .
"Bad stuff only happens to other people. Why should I get involved
until/unless it happens to me?"
The problem is . . . Bythe time "it happens to me", it's often too late to
do anything about it.
It reminds me of a cartoon I saw online a long while back.
It shows to golfers on the green obseving the mushroom cloud of a nuclear
bomb explode way off in the distance. One golfer says to the other
golfer, "Go ahead and finish the hole. It'll be a couple minutes before
the shock gets to us."
