Are we talking about the same "competent engineers" that  put the Park
Village Apartments and Ghormley Parkin the middle of a flood plain . . .

On the other hand, though . . .

Had this flood not happened until 2008 (when UI was experiencing severe
financial problems), the rent would have doubled as a result of recently
developed lake front property.
