[Vision2020] MPD Press Release - Alcohol Citations

Putting aside the engineering question for the moment, if the water is
indeed ankle deep then one would think that the drain is not doing its job
for reasons other than its location vis a vis the surrounding pavement. Or
this a conclusion that is not supported by the facts?
