[Vision2020] 'Obama Tags' Called a Joke

Anyone know if Otters are open season and do you need a tag, or is it  
a voter registration card good enough? *S*

The otter subfamily  Lutrinae forms part of the family Mustelidae,  
which also includes weasels and polecats.
And it is a fact that based on non-use, the current polecat has  
damaged the Governor's Mansion!
