You may be on to something there, Joe.
Perhaps, at the time one potential spouse (or "pal") approaches the other
potential spouse (or "pal") with the intent of a marriage proposal, a
"Substantiation of Societal Benefits (Re: Marriage of Jones/Smith)" should
be submitted to the respective state licensing board. This substantiation
should quantify exactly how much, and in what form, society will benefit
from the marriage of the two potential spouses (or "pals"). Failing this
requirement the marriage of the two potential spouses (or "pals") would be
considered null and void and said union of these potential spouses (or
"pals") would be considered a sin and, thusly, condemned for perpetuity.
