Joe,
Bush was at the top and as such the Republicans paid dearly in terms of losing the White House and Congressional seats in the November election. But it would be naive to think that economic meltdown was due entirely because of actions / inactions of the Bush administration when Congress has been controlled by the Democrats since 2006 and they control the purse strings of federal spending.
Also, regarding your reference CEOs, they always seem to make money - and lots of it - even when they drive their companies completely out of business. Enron was good example of this. So was Lehman Brothers which was in business for something like 134 years before it went belly up with a CEO who walked with something to tune of $250 million over his reign. CEO and Exec pay, stock options, and perks are good if you can get a gig like that and don't have any qualms about selling your soul.
