Dan,

Do you really think it likely there were no suspected rapes in the town in that time frame?  I wouldn't want to bet on that proposition.  I think the straws may be within your easy reach...At the time Knowles signed the legislation making sure alleged victims would not be charged, the police chief she appointed complained about the bill the town would be getting for the exams.  

Perhaps she came out and contradicted him, saying she didn't want victims charged for the exams.  That would certainly kill this story.

Here's a link to an article written in 2000.  I don't think this story is very blogosherical.
