[Vision2020] HOAX Cell Phone Numbers Go Public Today

If this is in fact a hoax, as reported by Snopes:

Why does the website (www.donotcall.gov), a government website (as .gov 
domains are heavily managed and monitored) list the same number referenced 
in the reminder?
