Yeah Tom, IGT has a good handle on securing code in machines. I used to work security for NYNY hotel and anytime a machine was to be opened and a chip replaced it would be escorted in a locked box with a tamper seal and had to be watched the entire time during installation. There are still a few ways to cheat the machines (don't ask, I won't tell) though it would be impossible to change a payout ratio or other coded operations.
