Donovan,
I think what you are referring to is the dependent exemption. The child tax credit is different from the exemption and other deductions that may be obtained because of a child living in your household. I feel fairly confident in guessing that Saundra filed form 1040 which would require form 8901 for the child tax credit. She was probably still able to claim her daughter as a dependent and subsequently as an exemption. If she chose to itemize, she would also be able to claim certain expenses (health, etc.) for her child.  Hope that helps. -Tom
