[Vision2020] Recall the city council

I've never understood "this side of town" "that side of town"
arguments in a town as small as Moscow.  On a busy-traffic day, you
can drive from one side of town to the other in 10 minutes.  Surely
the difference of two or three minutes in travel time isn't an
important consideration?

No, I'm not being snide or flippant.  I'm assuming that I'm missing
something of relevance that other people are getting.  What is it?
