[Vision2020] Recall the city council

If what you want for Moscow is growth, what you're getting if Hawkins
comes to fruition, is no growth in Moscow. Washington benefits,
Moscow loses. A vote for the present council was a vote for no growth
at all.
Smart growth would have better.
